About Cheyenne Wyoming
Gen. Grenville M. Dodge and his survey crew plotted the site now known as Cheyenne in Dakota Territory (later Wyoming Territory) in July 1867. The site was chosen as the point where the Union Pacific Railroad crossed Crow Creek, The city was not named by Dodge, as stated in his memoirs – it was actually referred to by friends who accompanied him to the area Dodge as “Crow Creek Crossing”. Cheyenne was named for the American Indian Cheyenne tribe, one of the most famous and prominent Great Plains tribes closely allied with the Arapaho. On August 10, 1867, H. M. Hook was elected as Cheyenne’s first mayor.
The construction of the Union Pacific Railroad brought the beginnings of general prosperity to the region when it reached Cheyenne in November 1867. The population at that time was over 4,000, and grew rapidly earning the city the nickname “Magic City of the Plains”. In 1867, Fort D. A. Russell was established, three miles west of the city. The fort was later renamed Francis E. Warren Air Force Base.
The Wyoming State Capitol was constructed in the period from 1886 to 1890 and was improved to completion in 1917. The Wyoming Stock Growers Association met at The Cheyenne Club, which may have acted as an interim government for the territory – certainly, many of the rules and regulations created by the WSGA became state laws.
In 1920 the Cheyenne Regional Airport was opened and initially served as a stop for airmail. Later it became a civil-military airport, serving DC-3s and other military craft. During World War II, many hundreds of B-17s, B-24s, and PBYs were outfitted and upgraded at Cheyenne. Today, it serves a number of military and civilian functions including as a high-altitude testbed for civilian craft.

Wyoming is among the states that are most resistant to the movement toward full legalization of cannabis in the United States. In July 2015, a bill authorizing the use of hemp extracts was passed, but little other progress has been made, and all forms of cannabis use and possession are still considered criminal acts.
Comprehensive medical cannabis has yet to be established in Wyoming. The Wyoming State Legislature passed House Bill 0032, which allows Wyoming residents diagnosed with certain conditions to medically use hemp extract under the supervision of a Wyoming neurologist. A registration card must be renewed annually. The law, which took effect July 1, 2015, offers little benefit to the people of Wyoming. Not only is it limited to those diagnosed with these illnesses but also hemp extracts are already federally legal to use and consume throughout the United States. An effort was made by advocates to prepare a medical cannabis ballot initiative, but the campaign failed to collect enough valid signatures. Consumption of CBD hemp oil is federally legal, as CBD hemp oil falls under the same importation and commerce laws as other hemp products. However, because Wyoming has passed House Bill 0032, it is unclear whether the state’s law would protect those not registered with the state’s Hemp Extract Registry.
Cannabis possession is illegal in Wyoming. The possession of 3 ounces or less is a misdemeanor, punishable by 12 months in prison and up to $1,000 in fines. Possession of more than 3 ounces is a felony, punishable by 5 years incarceration and a maximum fine of $10,000.
