Despite implementing comprehensive medical cannabis laws, New Hampshire has some way to go to catch up with the more moderate states.
Medical Cannabis in New Hampshire
In July 2013, Gov. Maggie Hassan signed House Bill 573 to legalize medical cannabis however the rollout was less than smooth and in fact the first dispensary didn’t open until April 2016, three years later. At the time of writing, the state currently only has four open and operational dispensaries.
Registered patients can possess up to 2 ounces of usable cannabis but the law doesn’t allow qualified patients to cultivate cannabis at home.
To be eligible for New Hampshire’s Therapeutic Cannabis Program, a licensed physician or advanced practice registered nurse must assess the patient and then issue a written certification that certifies that they have both a specifically listed condition and a specifically listed symptom. In 2017, New Hampshire’s new governor Chris Sununu signed into law a Bill (640), which makes the first and second offense of possession of up to three quarters of an ounce of cannabis or up to five grams of hash a civil rather than criminal offense only attracting $100 fine. You can still get a fine of up to $300 for any subsequent offense within three years. $ offenses within a three-year period can get a person charged with a misdemeanor. Police cannot arrest someone for a cannabis violation, and minors caught with possession are subject to a delinquency petition. The money collected from fines goes to a fund for alcohol and drug abuse prevention and treatment.
New Hampshire became the 22nd U.S. state to decriminalize marijuana and the last of the New England states.

About New Hampshire (NH)
Prior to European settlement, New Hampshire was mainly divided between Algonquin-speaking Abenaki tribes, primarily the Androscoggin and Pennacook nations. The two nations have a similar language however they had a very different culture and religion from other Algonquin peoples. Between 1600 and 1605, English and French explorers visited New Hampshire. In 1623 David Thompson settled what is modern day Rye (then called Odiornes Point). The first permanent settlement in 1631 was at Dover, then known as Hilton’s Point.
Along with 12 other colonies, New Hampshire rebelled against British rule during the American Revolution by which time the state was a divided province. The economy at the time mostly depended on the timber industry, shipyards, merchants warehouses and trading. Wealthy merchants displayed their wealth by building large homes which they furnished with the finest luxuries. They invested there fortunes and then profits in trade and land speculation. New Hampshire, also by contrast, developed a permanent class of laborers, sailors, indentured servants and slaves. New Hampshire was the ninth state to ratify the United States Constitution in June 1788.
New Hampshire still produces some lumber and the mountains provide attract a great many tourists. The textile industry suffered a collapse after 1960 however the economy has come back thanks to NH becoming a center of high technology and as a service provision base.
In 1952, New Hampshire began to host the presidential primary held early in every presidential election year. It has since become the most important testing grounds for candidates for the Republican and Democratic nominations.
